INDIAN OCEAN MEMORANDUM OF UNDERSTANDING ON PORT STATE CONTROL

The PSCOs, Field Authorities(FAs), National Authorities(NAs) of IOMOU Member Countries including IOMOU Secretariat are the authorized users of IOCIS.

The PSCOs, Field Authorities(FAs), National Authorities(NAs) of IOMOU Member Countries including IOMOU Secretariat are the authorized users of IOCIS. The responsibilies of authorized users of IOCIS are :- (1) IOMOU Secretariat -Master Data Administration, Generation of Analytical/Statistical/Graphical reports, Monitoring of sub-standard ships, Information publishing, Making restricted information available to valid users and User Management (2) National Authority (NA) - PSC Authority at National Level, FA/PSCO forward their inspection report to NA for final approval, User Management for FAs/PSCOs under their authority, Generation of Analytical/Statistical/Graphical reports for their flag only and Vetting of Inspection Report (3) Field Authority (FA) (if applicable) - Vetting of Inspection Report forwarded by PSCO (4) Port State Control Officer (PSCO) - Responsible for carrying out PSC inspection, Creating inspection report, Informing higher authorities about deficiencies and Actions Taken and Forwarding Inspection Report to FA/NA for approval.

The IOCIS users should report problem / Query / Suggestion regarding IOCIS to IOMOU Secretariat, Goa through e-mail (iomou.sec@nic.in).

The IOCIS registered user needs to contact either respective National Authority or IOMOU Secretariat, Goa for forget password issue as per user level.

The PSC Inspection information shall be available on web, only after it is approved by the National Authority.

Nobody will be able to see inspection data submitted by others before publishing on the web. Before publishing, data will be available to submitting authority only.
